<P>PROBLEM TO BE SOLVED: To improve efficiency of an engine and efficiency of air conditioning, and to effectively utilize electric power generated by an electric machine along with travelling. <P>SOLUTION: An on-vehicle air conditioning system comprises: the electric machine mechanically connected with driving wheels 65 and connected with a battery 84; a refrigerating system 11 equipped with a compressor 12, a condenser 13, and an evaporator 15; a cooling unit 40 storing cold generated by operating the refrigerating system 11 in a phase-change thermal storage medium, and transmitting it to air circulating in an air circulation system 20; and a cold storage processing means supplying electric power generated by the electric machine along with travelling of a vehicle to the refrigerating system 11 to drive the compressor 12.
