PROBLEM TO BE SOLVED: To eliminate fogging by accurately detecting the fogging with simple and inexpensive constitution.

SOLUTION: The image forming apparatus is equipped with a toner adhesive amount detection means 22 detecting an adhesive amount of toner on an image carrier 13, a fogging detection means 6 detecting presence or absence of the fogging on the image carrier 13, and a fogging eliminating means 21 performing fogging eliminating processing when the fogging detection means 6 detects the fogging.
