PROBLEM TO BE SOLVED: To provide an ordinary cement for manufacturing an ALC panel which further reduces cracks generating at lower sides of uppermost reinforcing bars and reaching an ALC panel surface as a result of establishing more stable cubical expansion of raw material slurry, and a method of manufacturing the ALC panel using the same. SOLUTION: In the method of manufacturing the ALC panel comprising curing a semisolid in an autoclave after aqueous raw material slurry obtained by adding water and aluminum powder to a raw material powder composed mainly of a siliceous raw material, quick lime, and cement becomes semisolid state by cubical expansion caused by foaming of the aluminum, the constituent weight ratio in a cement raw material satisfies the equation: SO<SB>3</SB>/C<SB>3</SB>A=0.18-0.24, and the SO<SB>3</SB>constituent is not less than 1.5 wt.% in the powder raw material.
