PROBLEM TO BE SOLVED: To provide an abnormality reporting device, an abnormality reporting system, and a program which are useful for accurate investigation of the cause of abnormality occurrence and taking suitable measures against the abnormality occurrence, and can be achieved at low cost. SOLUTION: The abnormality reporting device includes a camera 103, a storage control unit 104 and a central processing unit 100 which carry out photography by the camera 103 and continuously records and stores image information obtained by the camera 103 in a storage 105, a sensor 111 for detecting the abnormality occurrence, and a communication control unit 109 and the central processing unit 100 which transmit image information recorded in the storage 105 and continued from the point of time at least before the detection of abnormality occurrence to the point of time of the detection of the abnormality occurrence, to a predetermined report destination with detection information obtained by the sensor 111 as a trigger.
