PROBLEM TO BE SOLVED: To stably form an image of a high image quality, by stably flying even an ink or the like of a high viscosity by efficiently moving the ink by an electro-wetting effect. SOLUTION: By impressing a low voltage to between a EW drive electrode 9 and the ink 12 in an ink storage part 4, the ink in a slit which holds the ink flown of an ink storage part 4 is moved into an electric field generated between a counter electrode 3 and an electrode for flight 7 as a leading end of a plurality of the electrodes for flight 7 arranged in the form of teeth of a comb by an electro-wetting phenomenon. In the state, a pulsed high voltage is impressed to between the electrode for flight 7 and the counter electrode 3 by a flight control part 14, thereby generating an electric field between an ink droplet ejecting means 2 and the counter electrode 3. An ink droplet 12a is stably flown without the need of a timing to move the ink 12 of the high viscosity to the leading end of the electrodes for flight 7, and also a printing speed is enhanced.
