PROBLEM TO BE SOLVED: To provide a steel sheet for hot press forming in which, on hot press forming, oxide scales adhere firmly at the forming and most of the oxide scales peel off after cooling and also the remaining scales can be easily peeled off by shot blasting. SOLUTION: The steel sheet has a chemical composition consisting of 0.1 to 0.5% C, 0.5 to 3.0% Mn+Cr, one or more selected from the group consisting of≤0.5% Si,≤2% Ni,≤1% Cu,≤1% V and≤1% Al and the balance Fe with impurities. Moreover, the product of the center line average roughness (Ra)(μm) of the surface of the steel sheet and the number (PPI), per 25.4 mm, of a pair of a peak of≥0.3175μm from the center line of a surface roughness curve and a valley of≥0.3175μm ranges from 10 to 300.
