A PPARs(peroxisome proliferator activated receptors) active material derived from green tea leaves is provided to suppress MMP-1 through activation of PPARs-beta and PPAR-gamma and improve skin moisturization. A PPARs(peroxisome proliferator activated receptors) active material derived from green tea leaves comprises astragalin-2'-galactosyl-6'-rhamnoside represented by the formula 1 and astragalin-2'-xylosyl-6'-rhamnoside represented by the formula 2. The contents of the astragalin-2'-galactosyl-6'-rhamnoside and astragalin-2'-xylosyl-6'-rhamnoside are 0.0001-10wt% on a total weight basis of a moisturizing-purposed composition.
