<p><P>PROBLEM TO BE SOLVED: To provide a fluctuation absorption control method for voice packets capable of reducing influence of noises as much as possible, when control is so performed as to absorb fluctuations in transmission of voice packets by the use of fluctuation absorption buffers. <P>SOLUTION: The period of each voice waveform is detected concerning data of voice packets accumulated in each fluctuation absorption buffer. When data corresponding to a predetermined number of voice packets are discarded, continuity of the voice waveform is maintained by discarding data at each detected period of the voice waveform. When no voice packets to be output remain in the buffer, composite voice signals are generated.
