A core voltage release driver is provided to generate a stable core voltage by controlling a discharging of a core voltage according to a level of an external power voltage. A voltage generating part generates a half core voltage by returning a core voltage. A comparing part compares an output value of the voltage generating part with a reference value. A core voltage discharging part detects a level of an external power voltage, and controls a discharging of the core voltage according to a detected level in case a core voltage level is higher than a half core voltage level. A high level external power voltage detection circuit(10) detects a high level external power voltage. A low level external power voltage detection circuit(15) detects a low level external power voltage. A discharging circuit(25) controls a switch for discharging the core voltage based on output values of the high level external power voltage detection circuit and the low level external power voltage detection circuit.
