A residential security observation and notification management system is provided to process/store a security event message through a center control information processing platform, generate corresponding security observation message information and security notification message, and then send the generated information to a user. A network monitoring apparatus(11) includes image and/or sound acquisition units which are integratedly installed, and controls the focus of an acquired image and the movement of its main body. An information processing platform(12) comprises a database(121), and receives/stores digital signals transmitted through a communication network from the network monitoring apparatus. A communication terminal equipment(13) has network communication, data processing and data input/display functions, and is connected with the information processing platform through the communications network to access and/or provide received control signal information and/or predetermined schedule information, and digital signal information stored in the database.
