A car (10) is provided with a car control unit (18) for controlling operations of the car, a car memory unit (20) for storing information of the car control unit, a removable car operation member (22), a car identification unit (28) for identifying an operation member, and a car permission unit (26) for permitting an operation of the car. Further, the car includes a communication means (42) that is set at the outside of the car and can communicate with a car memory unit. In addition, the communication means is provided with a communication means identification unit (46) for identifying an operation member, and the car (10) is provided with a communication permission unit (16) for permitting an access by data communication to the car memory unit by the communication means in the case where the operation member (22) is identified in the communication means identification unit (46).
