PROBLEM TO BE SOLVED: To provide a speed governor continuously operable even in failure of an electromechanical transducer, without having a complicated structure. SOLUTION: The electromechanical transducers 2 of two systems are provided in parallel, and are operated in parallel. A hydraulic directional control valve 9 is provided for selecting one of the two electromechanical transducers 2, and mechanical operation outputted by the selected electromechanical transducer 2 is inputted to a hydraulic amplifier 4. When a failure detector 8 detects the failure of the electromechanical transducer 2, the hydraulic directional control valve 9 is switched so as to select the electromechanical transducer 2 of not detecting the failure by a control signal from the failure detector 8.
