PROBLEM TO BE SOLVED: To provide a structural member for a rainwater storing and permeating system which has sufficient resistance against shear deformation, achieves weight reduction, secures a large space when assembled, and has a structure easy in maintenance and inspection, and to provide the rainwater storing and permeating system using the structural member. SOLUTION: The structural member is set up by forming three-dimensional structures which become units by fitting a plurality of vertical members 3 and horizontal members 2 to each other in an insertable/drawable manner, and connecting the three-dimensional structures being the units to each other in longitudinal, transverse, and vertical directions. Specifically, the structural member is set up by including unit blocks T of the three-dimensional structures formed of vertical members 3a each having a specified length Lo, and unit blocks U of the three-dimensional structures formed of vertical members 3b each having a length obtained by uniformly dividing the specified length Lo into a predetermined number, and arranging the unit blocks U in the three-dimensional structure in which the unit blocks T are arranged at a predetermined ratio.
