PROBLEM TO BE SOLVED: To provide a water-absorbing-and-swelling nonwoven fabric usable as a water-stopping member such as a pipe joint or masking part, exhibiting a sufficient water-absorbing-and-swelling ability even to freshwater and seawater, with a water-absorbing-and-swelling resin therein hardly coming thereoff. SOLUTION: The water-absorbing-and-swelling nonwoven fabric is provided which is to be used in a water-stopping structure. This nonwoven fabric is characterized by that predetermined sites containing a freshwater-swelling resin to give the sites freshwater-swelling ability are coated or impregnated with a noncrosslinked seawater-swelling resin to effect integration to form seawater-swelling parts.
