PROBLEM TO BE SOLVED: To provide a method of immobilizing core-shell polymer gel particles capable of forming a layer comprising the same having a required thickness and water resistance by coating a substrate only once with a mixture of the core-shell polymer gel particles and a binder. SOLUTION: The method of immobilizing core-shell polymer gel particles comprises (1) a step of preparing core-shell polymer gel particles having a mean diameter of 20 nm to 3,000 nm by polymerizing a PEG-containing macro-azo-initiator (MAI) and a polyfunctional monomer in water and/or an alcohol, (2) a step of mixing the resulting core-shell polymer gel particle with a binder, and (3) a step of coating a substrate with the mixture of the core-shell polymer gel particle and the binder.
