PROBLEM TO BE SOLVED: To provide an image forming apparatus which can perform effective cleaning while using a high-voltage power source which is not so expensive. SOLUTION: The image forming apparatus switches between a printing mode in which a toner image on an image carrier is transferred to a recording medium and a cleaning mode in which staining of a transfer member is removed, and performs output-switching sequence for switching among electrification output, developing bias output and transfer output when switching between the printing mode and the cleaning mode. The transfer member is separated before fogging toner caused at cleaning-restoring sequence when switching from the cleaning mode to the printing mode reaches the transfer member, and it is made to press-contact after the fogging toner passes therethrough.
