PROBLEM TO BE SOLVED: To provide a PDP which is short in the aging time of a panel, and in which stable display performance is maintained regardless of the duration of drive while high light-emitting efficiency is maintained, and a PDP device. SOLUTION: In a panel part of the PDP device, Xe-Ne discharge gas is contained in a discharge space, and filled within a range in which at least the total pressure of the discharge gas is 2×10<SP>4</SP>Pa or higher and 6×10<SP>4</SP>Pa or lower, and the partial pressure of Ne is 0.3×10<SP>4</SP>Pa or higher and 1×10<SP>4</SP>Pa or lower, while a concentration of Xenon (Xe) gas is 50% to 85%. That is, in this PDP device, since the discharge gas is set at a high Xe content (50% to 85%), high light-emitting efficiency is obtained, and by specifying the partial pressure of Ne gas with respect to the total pressure at 0.3×10<SP>4</SP>Pa or higher and 1×10<SP>4</SP>Pa or lower, the occurrence of protective layer shaving by sputtering caused by electric discharge at the time of driving can be suppressed, and the shortening of panel aging time is achieved.
