PROBLEM TO BE SOLVED: To provide a tool device for easily creating a program for communication and easily deciding the cause of an error. SOLUTION: The tool device establishes a communication route from the tool device to a message transmission destination through a program transfer destination device establishes connection to the message transmission destination using the established communication route (S1), and secures the communication route when the communication is established (S2). After a message is created, the tool device sends the created message to the message transmission destination via the communication route where the connection establishment is secured (S3) and secures the message data when the message transmission succeeds (S4).
