PROBLEM TO BE SOLVED: To provide a charging device capable of suppressing the deterioration of a body (e.g., a photoreceptor) to be charged or the device components near the body caused by ozone or NOx, and to provide an image forming apparatus using the charging device. SOLUTION: The housing 3 of the charging device 1 has a first opening 8 and a second opening 9. In relation to a discharge electrode 2 as a reference, which is disposed in the housing 3, the first opening 8 is disposed in the direction in which the body 6 to be charged is located. In relation to the discharge electrode 2 as the reference, the second opening 9 is disposed in a direction different from the direction in which the body 6 to be charged is located.
