PROBLEM TO BE SOLVED: To provide a cutting tool made from a TiCN-based cermet having superior wear resistance and defect resistance. SOLUTION: The TiCN-based cermet 1 is obtained by binding a hard phase 2 in which WC and the like is dissolved in TiCN with a binding phase 3 of 1 to 30 wt.%. The hard phase 2 includes a first hard phase 2a which is black and contains 80 wt.% or more Ti as a metal component and a second hard phase 2b which contains metals belonging to families IVa, Va and VIa in the Periodic Table except Ti more than the first hard phase 2a and is grayish white. In the inner part of the cermet, the first hard phase 2a has an average particle diameter (d<SB>1in</SB>) of 0.05 to 0.5μm and an area ratio (S<SB>1in</SB>) thereof is 40 to 80 area%; and the second hard phase 2b has an average particle diameter (d<SB>2in</SB>) of 0.6 to 2μm and an area ratio (S<SB>2in</SB>) thereof is 5 to 40 area%. The cermet has a surface region in which the first hard phase 2a has an average particle diameter (d<SB>1sf</SB>) of 0.3 to 1μm, which is bigger than (d<SB>1in</SB>), and an area ratio (S<SB>1sf</SB>) thereof is 5 to 20 area%; and the second hard phase 2b has an average particle diameter (d<SB>2sf</SB>) of 1 to 3μm, which is bigger than (d<SB>2in</SB>), and an area ratio (S<SB>2sf</SB>) thereof is 50 to 80 area%.
