PROBLEM TO BE SOLVED: To enable setting a tunnel for each bearer by using a general-purpose network device. SOLUTION: A gateway device 21 for connecting a core network 20 of a mobile communication system to an outside packet network 40 is provided with a bearer information storage section for storing a bearer judgement condition for judging whether a packet from an outside packet network is delivered using a single bearer and an address available as an address of an access gateway device for connecting a radio access network and corresponding to the single bearer by associating them with each other; an outside network receiving section for receiving a first packet from the outside packet network; and a core network transmitting section for storing the first packet in a second packet using an address indicated by the address information stored in the bearer information storage section as a transmission destination address so that it is correlated with the bearer judgement condition met by the first packet, and transmitting the stored packet.
