PROBLEM TO BE SOLVED: To provide a charging brush that stably exhibits excellent charging function and hence prevents degradation in image quality and degradation in cleaning performance for a long term, and to provide an image forming apparatus that has the charging brush. SOLUTION: The electrophotographic charging brush has conductive fiber 1 that has a surface layer 3 with a surface energy of 35 mN/m or less.
