PROBLEM TO BE SOLVED: To provide a segment assembling device capable of holding a segment like a flat plate having no hole in its inner peripheral face in a satisfactory condition without deviation relative to a vacuum pad when the segment is sucked by the vacuum pad. SOLUTION: This segment assembling device 1 assembles the segments 3 like a ring in the inside of a cylindrical shield frame 2 forming an outer shell of a shield machine. This segment assembling device 1 is provided with a mobile base 6 moving in the peripheral direction, radial direction, and axial direction of tunnel to hold the segments 3 and assemble the held segments 3 like a ring, the vacuum pad 22 provided on the mobile base 6 to suck the inner peripheral face of the segment 3 to be assembled, and a projecting part 25 provided on the mobile base 6 and engaged with a recessed part 24 formed on a cutting edge side end face 23 of the segment 3 sucked by the vacuum pad 22.
