PROBLEM TO BE SOLVED: To provide a seal member having superior characteristics such as airtightness and suppressing permanent deformation; and an endoscope having the seal member. SOLUTION: This seal member 30 includes a core section 31 having an annular shape and consisting of a first material having elasticity, and a coating layer 32 provided to cover the core section 31 and consisting of a second material having the rigidity higher than that of the first material, wherein the cross sectional shape of the seal member 30 has a substantially circular shape and the cross sectional shape of the core section 31 has a longitudinal shape.
