A marine and harbor structure having an anti-pollution layer with unattached oceanic life and a formation method of the anti-pollution layer are provided to extend service life, to prevent an accident, to prevent the adhesion of oceanic life such as barnacle, green laver, etc. and impurities fundamentally, and to increase adhesive property, impact resistance and antifouling property remarkably. A marine and harbor structure(1) comprises primer(2) for improving adhesive property on the outer side of the marine and harbor structure, a sealer coat(3) for improving adhesive property on the primer and an anti-pollution layer, and an anti-pollution layer(4) for rust-proofing, preventing pollution and preventing the adhesion of oceanic life. The anti-pollution layer is formed by mixing and spraying a pre-polymer solution composed of 100 weight percent 10~20% NCO isophorone diisocyanate and a resinous solution in the volume ratio of 1 to 1. |
