<p><P>PROBLEM TO BE SOLVED: To move a network device to other network, without modifying an address setting, in a network system constituted of a plurality of networks having different address systems. <P>SOLUTION: A server 4 is a network device having moved from a LAN 60 to a LAN 70. Using VPN units 1, 2, a VPN 10 is constructed to transmit Ethernet frames on the Internet 100, so that the Ethernet frames are transmitted and received between the server 4 and a user terminal 3 via the above VPN 10. Specifically, when the user terminal 3 transmits on the LAN 60 an Ethernet frame destined to the address of the server 4 before the movement thereof, the VPN unit 1 encapsulates the Ethernet frame by a header including the address of the VPN unit 2, and after encrypting, transmits to the VPN unit 2.
