PROBLEM TO BE SOLVED: To suitably encode a high-frequency component of input sound even when the high-frequency component is encoded in a low-resolution mode. SOLUTION: When creating SBR data in a low-resolution mode, an encoding device 100 divides a high-frequency component of input sound being encoded by an SBR method into a high-frequency band and a low-frequency band, and calculates an average high-frequency value that indicates the average value of the power in the high-frequency band of the input sound, as well as an average low-frequency value that indicates the average value of the power in the low-frequency band of the input sound. The encoding device 100 then compares the average high-frequency value with the average low-frequency value, selects the smaller power of input sound out of an average value, the average high-frequency value or the average low frequency value, and then corrects the power of the high-frequency component of the signal being encoded by the SBR method so that it may equal the power of the selected average value.
