PROBLEM TO BE SOLVED: To provide a heat insulating panel-cum-a mold, in which one kind of the heat insulating panel-cum-the mold can be fitted to a recessed or projected corner, in the heat insulating panel-cum a mold which is formed by inserting a sash bar into a recessed channel formed in a heat insulating board being a synthetic resin foamed body. SOLUTION: The heat insulating panel 20-cum the mold comprises a heat insulating board 21 being the synthetic resin foamed body, and a plurality of sash bars 30 buried in a plurality of recessed channels 22 formed in a face of the heat insulating board 21. The heat insulating board 21 has a first cutout part 26 formed along a side to be parallel to the recessed channel, and a second cutout part 27 formed along the other side and in the face opposite to the face where the first cutout part 26 is formed. A flat board member 36 is fixed to the face opposite to the second cutout part 27 and in the side area where the second cutout part 27 is formed.
