PROBLEM TO BE SOLVED: To provide a waste incinerating device having a melting furnace and a secondary combustion chamber for performing combustion in at least two stages while stably and continuously applying low-air-ratio combustion in spite of a momentary change in the quality and amount of dust to incinerate waste with carbon monoxide to be less exhausted. SOLUTION: In a normal state, the oxygen concentration or temperature of exhaust gas to be exhausted from the secondary combustion chamber is measured and the supply amount of combustion air to be supplied into the secondary combustion chamber is adjusted in accordance with the value. When the oxygen concentration of the gas at the outlet of the melting furnace is a change-over preset value or lower, a valve is sufficiently opened to supply a sufficient amount of combustion air into the secondary combustion chamber without using the oxygen concentration or temperature of the exhaust gas as a criterion.
