A handover method comprises: a step in which, if it is determined that handover processing is performed, a handover source wireless base station (eNB) transfers user data (A), which has been stored in the handover source wireless base station (eNB) and is addressed to a mobile station (UE), to a handover target wireless base station (eNB); a step in which the handover target wireless base station starts up a predetermined timer when transmitting a route change request to a route control device, and stores the second user data received from the route control device and addressed to the mobile station before the predetermined timer expires; and a step in which, the handover target radio base station transfers the stored second user data to the mobile station after the predetermined timer expires.
