PROBLEM TO BE SOLVED: To solve such a problem that when line-art-processing an image with much fuzz, such as a hand-written sketch image, the number of thinned line elements unnecessarily increases and a number of small (bubble) loops are generated on lines, thus enabling vector presentation with beautiful lines as compared to the past even when line-art-processing an image with much fuzz, such as a hand-written sketch image. SOLUTION: This method is provided with a process of acquiring a thinning process object image, a thinning process of thinning the thinning process object image, a process of line-art-vector-processing the thinned image, a noise removal determination process of determining whether or not noise removal be required, and a noise removal process of performing a noise removal process. When it is determined that the noise removal process be required in the noise removal determination process, a noise removal processed image which has been noise-removal-processed is created and a line art vector is created again.
