PROBLEM TO BE SOLVED: To examine each terminal according to the state, the terminal being removed or used at home and having more risks of virus infection, information leakage and the like than terminals normally connected to networks. SOLUTION: A state-based security information storage part 16 of a management apparatus 1 stores security information indicating examination standards for the states (normal connection, removal, home-use) of terminals, and a state-based examination determining means 12 determines the state of a terminal. An information collecting means 11 receives the terminal information of the terminal. The state-based examination determining means 12 obtains the security information corresponding to the determined state of the terminal and examines the terminal while comparing the obtained security information with the terminal information. If the result of the examination indicates that the security setting of the terminal do not coincide with the security information, an access restriction instruction means 13 sends instructions to a secure gate device 2 to prohibit the terminal from accessing network resources.
