PROBLEM TO BE SOLVED: To provide a developing device which collects charged particles from toner including the charged particles having a reverse polarity to the toner, and an image forming apparatus. SOLUTION: The developing device 34 develops an electrostatic latent image on an electrostatic latent image carrier to be a visible image by using developer 2 including the toner 6 electrified to have a first polarity, carrier electrified to have a second polarity reverse to the first polarity of the toner, and the charged particles electrified to have the second polarity. The developing device is equipped with a first conveying member 54, a second conveying member 48 opposed to the first conveying member through a first area and opposed to the electrostatic latent image carrier through a second area; and a first electric field forming means configured to form the first electric field between the first conveying member and the second conveying member and move the toner in the developer held by the first conveying member to the second conveying member, wherein high frequency of 10 to 100 kHz is superposed on the first electric field.
