BLOCK NOISE DETECTOR AND DETECTION METHOD, AND BLOCK NOISE ELIMINATING DEVICE AND ELIMINATING METHOD

PROBLEM TO BE SOLVED: To provide a block noise detector with a comparatively simplified structure that judges a block boundary (BLB) to be an edge even when signal fluctuation is great at only one side of the block boundary (BLB).

SOLUTION: The bock noise detector includes a spatial difference comparator (101) to output a spatial difference comparison judging signal (SDJ) based on the results of comparison of a plurality of adjacent spatial differences obtained by calculating spatial differences between adjacent pixels in response to an inputted video signal (Va), a phase accumulator (102) to output accumulated value signals (CAV0-CAV7) by counting the spatial difference comparison judging signal(SDJ) every phase, and a maximum accumulated phase detector (103) to output a phase corresponding to the maximum accumulated value signal (MAS) of the accumulated value signal whose value is the maximum as the maximum accumulated phase signal (MAS).
