PROBLEM TO BE SOLVED: To provide an offset press, which can provide a display panel with high printing accuracy by installing neither a heating means nor a cooling means, and to provide the manufacturing method of the display panel by employing this press. SOLUTION: This offset press has a gravure roll 1, a blanket roll 2, which receives ink pattern from the gravure roll, and a drying means 3 arranged at a position facing to the surface of the outer periphery of the blanket roll. The drying means has an arcuate wall-like blast box 4, which has an inner peripheral wall opposing to the surface of the outer periphery of the blanket roll 2 with an interval and, outside the inner peripheral wall, an internal cavity for introducing drying gas therein is ensured, and slit-like jet nozzles 5, each of which extends circumferentially along the blast box and are formed in large numbers at intervals normal to the circumference and, at the same time, through which the drying gas introduced in the blast box is blasted against the surface of the outer periphery of the blanket roll, and a blower 10 arranged in a clean room CR for introducing the drying gas in the blast box.
