PROBLEM TO BE SOLVED: To provide a charging device which can effectively remove chips of a foam cell, and to provide a cartridge that has the charging device, and to provide an image forming apparatus in which occurrence of image defect is suppressed. SOLUTION: The charging device includes: a charge application roll which applies charges to the surface of a target charge application body while rotating in contact with the surface of the charge application body; a cleaning roll disposed in contact with the peripheral face of the charge application roll and made of the foam body rotating following the charge application roll, and a sheet of organic polymer compound of a surface roughness (Rz) of 30μm to <200μm.
