PROBLEM TO BE SOLVED: To reduce the quantity of flow required for operation confirmation of connection, and save on power on an electronic water meter side and on a remote counter side, as well, in a system to be used in the state where, e.g. the water meter is arranged underground and the remote counter is installed on the ground, and both are connected with a connecting cable. SOLUTION: The electronic water meter, e.g. is made to have a function of outputting a unit pulse of an integration unit smaller than those used up to now, and this pulse condition is made to recognize with a general-purpose remote counter. Specifically, the remote counter is made to recognize the unit pulse of the smaller integration unit as a nonunit pulse, and moreover the remote counter is made to recognize the smaller integration unit as a coefficient for the nonunit pulse. Even if a unit integration value for unit pulses is changed, therefore, the remote counter used up to now can be used as it is, and the operating condition of the meter is confirmed with less time lag by the remote counter, while power consumption of the electronic water meter is reduced along with that of the remote counter.
