PROBLEM TO BE SOLVED: To provide a nozzle device having a pre-washing function without increasing the size of the device and capable of changing the properties of a washing water for washing a private part and a washing water for pre-washing and a sanitary flushing device having the nozzle device. SOLUTION: This nozzle device jets the washing water for washing the private part of the user. The nozzle device comprises a jet hole for nozzle cleaning for jetting the washing water for washing the nozzle device, a jetting hole for pre-washing for jetting the washing water for pre-wetting a toilet bowl, a nozzle body having a flow passage allowing the jet hole for nozzle cleaning to communicate with the jet hole for pre-washing and a flow passage for flowing the washing water for washing the private part therein, a nozzle cover covering at least a part of the nozzle body and having openings, and a nozzle drive means for moving forward and backward the nozzle body.
