A high power-efficient optical-wireless transmitter is provided to improve power efficiency by generating an arbitrary analog light output by driving only element light sources with various light output capabilities. In order to generate a light output corresponding to an electrical signal inputted from a baseband modulator, an amplitude to array coder(301) converts a strength amplitude of the electrical signal into light source control signals. Light source driver groups(302(1)-302(n)) receive the light source control signals of the amplitude to array coder to drive light sources. MMRS(Modified Mixed Radix System) or MMRR(Modified Mixed Radix system with Redundancy) light source groups(303(1)-303(m1+a1-1)) are driven by the light source driver groups to generate various light output strengths.
