<P>PROBLEM TO BE SOLVED: To provide a method for surface treating fluoro-polymer particles. <P>SOLUTION: The fluoro-polymer particles are treated with a high energy for changing a chemical functional group on the surface of the particle and surface characteristics of the particles are changed thereby. Utility of the particles is improved by these characteristics and then these are able to have high dispersibility even in water. The high energy treatment can be used not only in the surface treatment of the fluoro-polymer particles but in some embodiments, and this treatment makes cutting off the chain of the fluoro-polymer, and the molecular weight of the fluoro-polymer particles can be thereby reduced.
