PROBLEM TO BE SOLVED: To attain efficiency in maintaining and dredging a port and to efficiently carry out dredging of a route by preventing accumulation of sediment in the route, and accumulating sand and silt separately. SOLUTION: The bottom of the route 1 is provided with dug-in parts 4 at suitable spaces, and submerged breakwaters 2 are provided along the side of the route 1. The top end 21 of the submerged breakwater 2 is set to a depth that allows a small ship to pass through with allowance even at low tide, and a dug-in part 3 is constructed near the submerged breakwater 2. A partition 31 is provided at the center part of the dug-in part 3 or on the submerged breakwater 2 side, and the partition partitions the accumulated places of sand and silt.
