<P>PROBLEM TO BE SOLVED: To surely detect CM (commercial message) included in TV broadcast. <P>SOLUTION: A CM candidate interval detection part 16 detects a CM candidate section based on a silent section and a scene change point. A CM block detection part 21 detects a CM block composed of a plurality of CMs between contents by using the number of frames between single CM candidate sections detected by the CM candidate section detection part 16, and outputs a control signal based on the result to a switch. When a plurality of CMs are broadcasted continuously, a CM block can be detected by using a property of CM that each CM has an error of about 5 frames to a normal number of frames.
