<p><P>PROBLEM TO BE SOLVED: To provide porous concrete having excellent work retentivity, excellent work efficiency, high flexural strength, and excellent water permeation performance, and capable of preventing deterioration of quality and to provide its manufacturing method. <P>SOLUTION: This porous concrete is formed by cement, coarse aggregates, powdered admixture, and water, and the powdered admixture contains high performance AE water reducing agent in calcium silicate hydrate powders having BET specific surface area of 30m<SP>2</SP>/g or more.
