PROBLEM TO BE SOLVED: To provide a steel plate cell installation method for installing a steel plate cell at a predetermined target location with high accuracy and with good stability, even if subaqueous ground is so hard that driving of the steel plate cell is difficult, or the steel plate cell has such a large diameter that driving of the cell is difficult, and to provide a steel plate cell installation structure. SOLUTION: According to the steel plate cell installation method, a cobble layer 2 is formed on a surface of the excavated subaqueous ground B, and temporarily bearing blocks 3 are arranged in a predetermined range on the surface of the cobble layer 2 which is horizontally leveled by a heavy bob. Then linear index poles 5 are erected on the temporarily bearing blocks 3 so as to be protruded from a water level, and the steel plate cell 1 are guided with reference to the index poles 5, followed by mounting lower edges 1a of a peripheral wall surface of the steel plate cell 1 on the temporarily bearing blocks 3, to thereby arrange the steel plate cell 1 on the pebble layer 2. After the arrangement, the index poles 5 are removed from the temporarily bearing blocks 3, and a filler is charged inside the steel plate cell 1, followed by backfilling a backfill on the subaqueous ground B around the steel plate cell 1.
