An image forming apparatus and its image forming unit are provided to supply a developer sufficiently to a developing roller without additionally installing a component, and obtain good picture quality. A photosensitive member(21) allows an electrostatic latent image to be formed thereon. A developer storage container(28) stores developer to form a visible image on the photosensitive member with the electrostatic latent image formed thereon. A developing roller(25) includes a conductive layer on which the developer is attached, and attaches the developer to the photosensitive member. A supply roller(27) supplies the developer stored in the developer storage container to the developing roller. A transfer device transfers the visible image formed on the photosensitive member to printed media. The conductive layer of the developing roller has a volume resistance of below 10E5‘ cm. The voltage applied to the supply roller is higher than that applied to the developing roller.
