A hair growth promoting composition comprising an extract of Pogostemon Cablin, sunflower and Cinnamomum cassia blume is provided to inhibit 5alpha-reductase, a main cause of hair loss, be effective for growing hair epithelial cell and improving scalp, thereby being very usefully used as a medicine or a cosmetic for promoting the hair growth. A composition for promoting hair growth comprises an extract of Pogostemon Cablin leaves, an extract of sunflower leaves and an extract of Cinnamomum cassia blume. A hair restorer comprises 30-40 wt.% of the extract of Pogostemon Cablin leaves, 5-10 wt.% of the extract of sunflower leaves, 5-10 wt.% of the extract of Cinnamomum cassia blume, 5 wt.% of an extract of apple, 5 wt.% of an extract of Eucalyptus, 1 wt.% of coconut oil, 1 wt.% of an extract of coconut, 1 wt.% of an extract of lime, 1 wt.% of an extract of lavender, 1 wt.% of an extract of sugar cane, 1 wt,% of retinol, 1 wt.% of an extract of chamomile, 1 wt.% of an extract of jasmine, 1 wt.% of an extract of Hibiscus sabdariffa L., 1 wt.% of salt, 0.06 wt.% of methyl parabene, 0.04 wt.% of propyl parabene, and 18.9-38.9 wt.% of water. Further, the extract of Pogostemon Cablin leaves, the extract of sunflower leaves and the extract of Cinnamomum cassia blume is an extract of water of ethanol.
