PROBLEM TO BE SOLVED: To dispense with maintenance caused by clogging with chemicals by eliminating clogging with chemical in a line extending from a chemical tank to a flushing water passage even when the chemical tank is installed in a position distant from the flushing water passage, and stably supplying a trace quantity of liquid chemicals into flushing water while being unrestricted by an installation place of the chemical tank. SOLUTION: This flushing water discharging device 1 comprises the chemical tank 8 storing the liquid chemicals; a circulating line 5 with both ends connected to the chemical tank 5; a branch line 6 branching from the circulating line 5 and communicating with the inside of the flushing water passage 3; and a flushing water discharging device 1 provided with a chemical supply means for supplying the liquid chemicals into the flushing water passage 3 via the branch line 6.
