The method comprises an coding step of coding the input image to generate an coded image, a filter data generating step of assigning each area in a picture included in the input image to one of a plurality of groups and generating filter data for each assigned group, and an outputting step of outputting an coded stream including the coded image generated in the coding step and the filter data generated in the filter data generating step.
