The device has a floating body (1) and a biological contactor (2). The biological contactor is temporarily connected with the floating body. A structure is provided to enlarge biological contactor lifting. A floating unit is transported to the installation point in open sea, and then the structure is lowered together with the biological contactor by mounting downdraft on the ocean bed. The pulling elements transfer stabilization and guidance from the floating body with relatively smaller force. An independent claim is also included for a method for lifting, transporting and lowering offshore-wind towers and their underpins or underpins of offshore-platform.
