<p>Personal care composition comprising from about 5% to about 75% of an oil phase; an aqueous phase; from about 0.1% to about 2% of a polymeric thickener; and a skin care active; wherein said composition comprises at least two separate phases, and after agitation and dispensation from a suitable container containing a suitable propellant, forms stable foam.</p>
